Shortcut for toggle Manage dialog (instead of Open Manage dialog)

In the older version of stickies, we had a shortcut to Toggle the Manage dialog. Now we have one that only opens the manage dialog but doesn't close it when pressed again. 

Please bring this back. Thanks
