Unable to update from 9e to 10d (Windows 10) - error message

I tried to update from 9e to 10d. A popup appeared (below).
The named file, mdb2db.exe, is in the indicated folder. If I try to execute just that file, the same popup appears. I searched the forum, and found a post from ~6 months back indicating that installing a Win10 update fixed this issue - but my Win10 system is fully updated (according to Settings --> Windows Update).
Can anyone advise me how to successfully complete this update to 10d ??

btw you can find a search for this knowledge base on the homepage , if you enter empty and search you get all topics listed .
