I'm now using the Sticky.exe tool (see here https://www.zhornsoftware.co.uk/stickies/tools.html) to create stickies from within other applications and scripts.

This tool actually sends (via network) notes to designed target host.
The "normal" way is then to send the note to 127.0.0.1, ie.  the machine on which the command is executed. And it works.

But if the note is rather sent to the actual IP address of the same machine (eg. 192.168.1.xxx), it works too but result is different.

In the first case, parameters specified in Settings/Network in Receiving paragraph are NOT applied, and the note is not created with the "on Top" set
While in the second case, these parameters are applied, and the note is created "on Top"

Why these two different behaviours ? Is it a bug ?

Pls notice that in both cases, the created note "knows" it comes from network, since its "Source" attribute is set (while it is not for "local" notes)

That's "by design" behaviour.

If you use the loopback interface (127.0.0.1) then Stickies will treat the note like one created within the app.  The note can only have been created from the same machine, so it's a local operation.

However a note coming in over the NIC address might have come from the local machine, yes, but it also may have come from some other computer.  In that case Stickies treats it like an incoming network note from someone else, which means it gets set on-top so that the user catches sight of a new message.
