Changing property to not On Top is not persistent

Up till now, my stickies have been created "On Top".
I now want to experiment without On Top.
I have 2 questions:
- How do I create new stickies On Top?
- For an old stickie, I give that stickie the focus, then press Ctrl+T. The arrow changes from up to down. I prove that the stickie is no longer On Top. I sleep the stickie. When that stickie reappears, the arrow is now pointing up, and the stickie reverts to On Top. How do I persist the property to be not On Top?
