I looked into this - and found this article: https://devblogs.microsoft.com/math-in-office/richeditd2d-window-controls/


The pertinent part is where Murray says "the RichEditD2D implementation hasn’t been ported to Window’s msftedit.dll used by WordPad and other non-Office programs"


When that happens, coloured emoticons are likely to become possible for Stickies.
