Submitting Skins? Empty Submitting Skins?

I can't seem to figure out how to upload / submit skins, I've searched here and the knowledgebase for both submit and upload but nothing came up.

You can use the contact email and attach the skin file , i do not think there is a formal way of uploading a skin .
