I'm pretty sure there's no way to set the default note width. You can only set it by dragging the side of the note.
By the way, what does the "Tab width (in wips)" parameter change?

The tab width is how far across the note the text cursor jumps when you press the Tab key on the keyboard.

The tab size is embedded in the rich text edit formatting - so it's set per paragraph. If you create a new note after you alter what's in Settings, the new rich text will have the new values and so the tab stops will be different.
If you're interested, save a note as RTF, and then load the RTF in notepad. You can see the tab stops encoded as \tx
